During
World War Two: The Colt Commando Revolver
The history of the Colt Commando
revolver is well documented and known to collectors. Charles W. Pate’s
work on
the secondary handguns of WWII[1]
is one of the better
accounts of the genesis of this particular arm.
The very short and overly simplified
version of the origin of the Colt Commando is that the US government
was
looking for .38 Special revolvers for the war effort and wanted Colt
Official
Police (OP) revolvers but found the cost too high. After an initial
purchase of
5,000 OP’s, the government prevailed upon Colt to come up with a more
economical version.
Colt responded with a revolver that
was mechanically identical to the OP but lacked the finer finish, fit
and
polish. The checkered wood grips were replaced with plastic and simple
unadorned craft boxes were the packaging medium. While aesthetically a
step
downward from the OP, the new offering was equal in lethality. The new
revolver
was christened the Colt Commando.
The total number of Colt Commando
revolvers produced is subject to debate. Pate observes serial numbers
suggesting a figure of around 50,250. Wilson and Sapp maintain 50,617[2][3].
The true number will
likely never be known as some Commandos are known to exist within the
OP serial
number range before being given their own range. The commonly accepted
figure
is approximately 51,000 revolvers produced.
Many of the Colt Commando revolvers
wound up going to non-military users via the Defense Supplies Corp. The
DSC
would arrange for small arms for users who needed them (police, factory
guards,
security forces, etc.) but were having difficulty in acquiring them
from
commercial sources due to the freeze on small arms sales to
non-military users
and military production priorities.
Prior to the U.S. involvement in hostilities, the NYPD was already having difficulty in procuring needed small arms. This was due not to governmental fiat but simple economics; all the arms manufacturers were fulfilling military contracts, foreign and domestic. Small (relative to military sales) commercial orders were taking a backseat to large ‘cash & carry’ orders by the wars’ belligerents. This prompted a shortage of small arms even though there was no official restriction on their sale.
When reporting about the police commissioner’s plans regarding draft eligibility for new Patrolmen, the press noted the difficulty of equipping newly trained bluecoats:
Obtain Pistols at Last
…All the recruits have at last obtained regulation police revolvers, but for a time it looked as if the war orders on munitions factories might send them out unarmed. Police equipment stores were unable to fill the requests for revolvers because they were unable to get them from the factories. Finally, in response to the plea of emergency the orders were filled…

This
difficulty in procuring revolvers was an ominous harbinger of shortages
to
come.
Two
and one-half months after the attack on Pearl Harbor, President
Roosevelt’s War
Production Board (WPB), issued Limitation Order L-60, sometimes called
the
“Frozen Firearms Order”, that halted all sales of existing small arms
on dealer
shelves to non-government customers.
Two
months after this order, dealers and jobbers who still had arms in
inventory
were required to report their holdings to the WPB in order that the
Government
could purchase them.
Dealers and wholesalers who have shotguns, pistols, and rifles in stock have been ordered to report to the Government on their inventories of such firearms, many of which will be bought by the Government through the Defense Supplies Corporation. Forms PD-382 and PD-383 have been sent to them for this purpose.
Sales of firearms have been restricted by the WPB in Limitation Order L-60, issued on February 27 (1942), except for sales for State, local, and Federal Government use, to Allied Governments, or for Lend-Lease purposes. Information on other permitted exceptions should be secured from the Governmental Requirements Bureau, which is administering the order.

While
the original order specified sales to “…State, local, and Federal
Government…”
could proceed, the reality was that by the time the order went into
effect
(27FEB42), the NYPD was already low on its revolver stock and having
difficulty
getting more.
Two
days before the weekly bulletin shown above came out, the departments
inability
to equip new recruits was the subject of a newspaper article:

Pistols Because Of Priorities
The Police Department was struggling yesterday to cut through a swathe of red tape and obtain revolvers for fifty-seven rookies who have been doing patrol with only a night stick because war priorities have blocked delivery of 250 of 300 weapons ordered and paid for in December (1941).
The weaponless men are part of the class of 197 appointed in February. They attend the Police Academy daytimes and perform two hours of patrol each night, except Sunday, accompanied by a seasoned member of the department. The 140 others have sidearms. Ninety brought them along from previous service as special patrolmen with the Board of Transportation.
Officials were hopeful that when the men are ready next month for full-time patrol they will be properly equipped, but seemed none too sure of that.

The
first recorded NYPD sales of S&W Victory revolvers was in November
of 1942
and Colt Commando sales commenced the following February.
The
U.S. started getting S&W Victory revolvers in July of 1941 and by
November of
1942, the first ones were reaching the NYPD (a number of 5-digit
V-series guns
were received). Ultimately the NYPD wound up receiving approximately
1,000
S&W Victory revolvers; given that DSC Victory purchases totaled
only 22,000
revolvers[4],
it’s impressive that the
NYPD wound up with nearly %5 of the total purchase!
DSC Colt Commando shipments
commenced in December of 1942 and by February 1943 they were in the
hands of
the NYPD. Colt Commando DSC purchases
totaled approximately 32,000 revolvers[5]
with the NYPD accounting
for almost %3.5 of the total purchase.
Interestingly,
while NYPD sales occupied less than %0.15 of all Victory production, it
accounted for almost %2 of all Commando production!
Guns
were shipped directly to the Department’s Equipment Bureau at 400
Broome Street
in Manhattan, across the street from Police Headquarters.
All
Commando revolvers that went to NYPD were of the 4inch inch barrel
variety and
were parkerized. They bore no US Property stampings but did have an
Ordnance
logo and military inspector markings on the top rearmost corner of the
left side
of the frame.
With the availability of the S&W
Victory and Colt Commando, new police recruits did not
see a pre-war gun until just before V-J
day, when the department started selling it’s reserve of pre-war guns
alongside
Commando and Victory revolvers.
Once
the wartime expedient revolvers became available, the department took
its
remaining dwindling stock of pre-war guns and relegated them to
storage.
A
review of the surviving NYPD records shows that once the wartime guns
became
available the supply of existing pre-war revolvers, composed of Colt
Official
Police and S&W M&P revolvers, was doled out to new recruits
most
sparingly.
An
examination of the Book 42-46 sales records showed an
interesting
trend in revolver sales by the department. Almost all the wartime new
hires
received either a Commando or Victory revolver, while the pre-war guns
were
reserved for Patrolmen already on the job who needed to replace their
existing
revolver.
During
the time that the Victory and Commando revolvers were available, almost
no
newly hired officers received a pre-war gun. There were a handful of
instances
of pre-war guns going to one or two fellows in a class where everyone
else
received a wartime gun but these are almost certainly ‘legacy cops’;
recruits
who had a relative with some rank already on the job and who could make
a discreet
phone call and get a ‘nice gun’ for their son/nephew.
The other exception to the new hires
getting wartime guns seems to have been men who won Trophy Guns. There
is no
mention in the Book 42-46 records of Trophy Gun
recipients, but
period newspaper photos show a few such men and they all appear to have
engraved pre-war guns as trophies.
Each police recruit was required to
purchase his revolver. Since the recruit purchased the revolver, it
would have
no NYPD property markings; it wasn’t the Departments, it was the
Patrolman’s.
The issue of personal property
notwithstanding, the Department -did- require that every piece of
equipment,
including revolvers, be stamped with the shield number of the
Patrolman. This
was done by hand, usually at the firearms school when the recruit would
bring
his new revolver in for inspection. The numbers will often appear
unevenly stamped
as to depth and alignment, as the stamping was done by hand. The
stampings were
not factory applied.
Unlike the S&W Victory, which
remained on the Equipment Bureau shelves until 1951 (when ironically,
they were
sold to Colt’s 20 Vesey Street NY office), no Commando revolver
remained after
1945.
The records maintained by the
NYPD-EB were remarkably intact. While post-war records were mostly
intact with
some gaps and pre-war records were almost entirely missing, the records
for WW2
seemed to be complete.
The WW2 records were contained in a
single ledger labelled BOOK 42-46. The book was started 24MAR42
and
closed 11SEP46. It contained approximately 2,956 handwritten entries
spread
across 165 pages. The first three months of war-era records were
missing,
however, this was not an issue as the Commando didn’t start shipping
until well
into 1942.
Approximately 1,026 entries were for
Colt Commando revolvers. Of these 1,026 entries, 1,004 were unique and
22 were
duplicated (gun sold, returned, re-sold). Of the 1,004 unique entries,
43 could
not be tied to an officer due the entry being illegible or the officers
records
not being found; the remaining 961 entries could be linked to a
specific
officer. Some entries were incomplete or the page damaged, so the
actual number
of guns shipped is almost certainly more than 1,004 but based on
surviving
records, likely not more than 1,050-1,100. All surviving entries are
provided
here, and ‘illegible’ entries are included.

With
few exceptions, most Patrolmen received their revolvers within a day or
two of
their appointment as Probationary Patrolman (also listed on the
appointment
list as Patrolman on Probation, Provisional Patrolman or in some
instances
Temporary Patrolman; Military Replacement). The pattern seemed to be
that a man
would receive his appointment and then, depending upon the size of the
class,
appear at the Equipment Bureau the first or second business day after
his
appointment and purchase his gear. In some rare instances, gear issue
was held
on a Saturday but the next business day was standard.
The
range of information available for each revolver varies but, with the
exception
of the 43 guns for which no records were available, a name, shield
number and
date of sale can be attached to each revolver.
The
names of officers that are provided are those that could be confirmed
either
through Police Academy graduation notes or through civil service
appointment
lists.
Where
an entry reads Illegible/Not Confirmed, that indicates
that
either the name could not be read (and thus could not be compared to
graduation/appointment lists) or the name was legible but did not
appear in
graduation/appointment lists.
Where
a gun is listed multiple times it usually indicates a gun that was
sold,
returned and then re-sold.
A
very few Patrolmen, under circumstances I have not figured out, managed
to buy
more than one gun; in those instances, their name will appear listed
multiple
times.
At
least one gun, #1971, went to the same Patrolman twice but that
particular
Patrolman had a separate shield number for each transaction. There is
no ready
explanation for this although it is possible that he ‘rolled over’ from
another
department/agency and received a new shield.

[6] An unidentified revolver with the serial number 35647 was written into an entry for a pre-war S&W M&P sale in such a manner as to suggest the purchasing officer bought two guns. There was nothing indicating what gun the serial number referenced. The timing and number suggest that the unidentified gun was a Colt Commando, however, that is conjecture. If the gun was in fact a Colt Commando then it would be the highest known serial number to appear in NYPD records.
